Broadband Planning Mapping Tool

Many residents of Western North Carolina (WNC) lack sufficient access to broadband resources and skills. As more services become reliant on broadband access and digital skills, the importance of broadband to residents has increased. The lack of accessibility to broadband services in WNC is widening the digital divide in the region. However, resources are becoming available to find solutions to regional broadband issues.

 The Appalachian Regional Commission and Dogwood Health Trust awarded the Land of Sky Regional Council (LOSRC) and Southwestern Commission funding to develop a regional broadband planning tool for WNC.

Transitioning and Scaling Creative Sector Businesses

Mission: To cultivate and develop the creative sector manufacturing industry in Western North Carolina Overview: Land of Sky Regional Council was awarded funding to support the development of a regional plan to support and scale creative sector manufacturing businesses in Western North Carolina. This project seeks to target increased coordination between economic development specialists to arts sector organizations, identify gaps to support scaling manufacturing creative sector businesses, support workforce needs in the region, and develop best practices to transform microentrepreneurs into employers.

Town of Mars Hill Downtown Public Wi-Fi Project

The Town of Mars Hill, North Carolina, hereinafter referred to as “Town,” seeks solutions for creating and operating public Wi-Fi throughout downtown Mars Hill.

The Town has recognized the importance of access to Wi-Fithroughout downtown Mars Hill. The Town requires Wi-Fi coverage in the downtown area as detailed in Appendix “B.” 

As a part of this RFP, the Townwould like to see what other services may be offered, including:

  • portals that allow for advertising graphics to be added
  • services that prevent access to certain websites 
  • what types of “steady state” maintenance is available, what monthly maintenance services are provided, and at what rates 
  • the ability to adjust Bandwidth for special events will be looked upon favorably 

The Town is also open to proposals where a provider installsa downtown public Wi-Fi system that could be managedon an ongoing basisby Town and Madison County IT personnel.The Townissues this RFP to gather ideas and interest from providers of WI-FIservices to enhance a patron’s experience while visiting downtown Mars Hill, which is located in MadisonCounty, North Carolina. This RFP is intended to outline the market opportunity and invite interested providers to submit proposals for new Wi-Fiservice delivery in downtownMars Hill, NC. This process is an extremely important project to Mars Hill and Madison County, and responses are appreciated. 

The Town seeks ideas and interest from respondents on how to achieve the objective of WI-FIservice from Mars Hill Town Hall throughout downtown. WI-FIcan include any type of solution that will allow patrons to seamlessly walk from area to area and always remain connected to the WI-FInetwork. The solution may consider that additional areas outside of the downtown area will be deployed andmay offer commercial broadband services to residents and businesses that may be interested. Interested parties should provide information on how its services can meet the FCC’s broadband benchmark speeds of 25 megabits per second (Mbps) for downloads and 3 Mbps for uploads (https://apps.fcc.gov/edocs_public/attachmatch/DOC-331760A1.pdf) orprovide information as to what speeds the patrons will be able to achieve. Higher speed capabilitieswould be favorable to this project.

Analysis for Industry Clusters & Potential Collaboration

In 2021, Land of Sky Regional Council, the designated Economic Development District (EDD) for the four-county region, was awarded funding from the Economic Development Administration (EDA) for a three-year Economic Development Partnership Planning Grant. The primary project under this grant is to develop and implement the Land of Sky Comprehensive Economic Development Strategy (CEDS). The CEDS has a goal to develop short-term and long-term economic strategies for a resilient, strong region in which to live, work, and play. 

The region is experiencing unprecedented pressures from growth and the CEDS needs to identify and address economic impacts of growth for future resiliency and sustainable success. Land of Sky Regional Council, in partnership with the Region’s Chambers of Commerce, is initiating this Request for Qualifications (RFQ) process for a professional consultant (the “Consultant”) qualified to plan, execute, and deliver a report to identify points of collaboration of shared regional priorities from a business perspective. 

The work will focus on addressing: 

  1. SOAR analysis and Concurrence Strategies 
  2. Regional Industry Clusters Analysis and Resiliency Assessment 
  3. Workforce Assessment on Jobs/ Workforce due to Automation 

These project outcomes will allow for strategic updates to the CEDS, that will be foundational for regional economic resiliency efforts. 

The Consultant must have experience and expertise with economic development strategic planning best practices. The Consultant should have a strong and demonstrable background in developing targeted cluster identification for metro- and micropolitan regions. This project also includes associated priorities such as workforce, housing, and critical infrastructure within existing and emerging industry clusters.

NCWorks Dislocated Worker Outreach

The Mountain Area Workforce Development Board is seeking proposals for NCWorks Dislocated Worker Outreach. The COVID19 health pandemic has resulted in significant economic disruption in the Local Area. The Local Area’s unemployment rate is currently over twice what it was in March 2020. There are approximately 12,000 unemployed individuals in the Local Area as of November 2020. The campaign will encourage unemployed individuals and individuals that qualify as Dislocated Workers pursuant to the Workforce Innovation & Opportunity Act (WIOA) to consider high-demand careers in Advanced Manufacturing, Healthcare and other sectors. Managed Information Technology (IT) Services

Land of Sky Regional Council (hereafter identified as LOSRC) in Asheville, North Carolina seeks proposals from vendors interested in providing managed Information Technology (IT) services for our agency.  IT is a critical component for the organization, and is used daily by every employee, contractor, partner, and end users to provide services to our clients. The qualified service provider/vendor will utilize a managed service provider approach to LOSRC to significantly limit the footprint of on-site IT infrastructure, enhance IT effectiveness and quality of services, minimize its support cost, and maximize return on investment in IT. The outsourcing strategy has been designed to secure a broad and reliable range of services from a vendor prepared to take the defined responsibilities for the tuning, reliability, and integration of LOSRC’s information systems. The objective of the proposal is to identify one (1) vendor to whom we can delegate our IT operations as an expert Managed Service Provider (MSP) that specializes in handling these responsibilities through a Service Level Agreement (SLA). A key deliverable for this work is a high level, scalable IT infrastructure.

Community Center Public WiFi Network - Buncombe and Transylvania Counties

Land of Sky Regional Council is requesting proposals from qualified firms to create a public wireless (Wi-Fi) network within selected community centers. The scope of services includes the following:(1)system design, (2) equipment and licensing provision, (3) Internet Service identification and/or provision, (4) installation, (5) the warranty necessary to create a public Wi-Fi network in the 4 Community Center areas and Recreation areas, and (6) system monitoring, maintenance and upkeep. As identified in the Coverage Area Map (Attachment 1), Land of Sky (LOS) has identified a priority project area where the provision of Wi-Fi is the focus of this Request for Proposals. The system is expected to provide a strong signal to the outdoor areas of the entire coverage area with ability to connect inside building infrastructure.

Land of Sky Regional Council Seeking Proposals for Audit Services

Land of Sky Regional Council is seeking proposals for audit services from qualified independent auditors with sufficient governmental accounting and auditing experience.

The scope of work will include a financial audit opinion covering the financial statements for governmental activities, business-type activities, each major fund, discretely presented component units, and remaining fund information as well as opinion on budgetary comparison information for the major funds and any annually budgeted special revenue funds.

Land of Sky Regional Council (“the Council”) is requesting the submission of Statement of Qualifications for Engineering and Planning firms to provide professional planning and transportation analysis for the Tunnel Road and South Tunnel Road Corridor Study located in Asheville, NC.  This study was funded with MPO PL funds, with local matches provided from Buncombe County and the City of Asheville, and was included as a line item in the French Broad River MPO Unified Planning Work Program for FY 2019 and is expected to be carried out over multiple fiscal years.  The project QBS (Qualification Based Selection) process will be utilized, in accordance with NC General Statute 143‐64.31, to determine a qualified firm to complete professional services for the project. Submission by a firm to this RFQ does not mean that the firm will be awarded a contract for this project. The Council is seeking a firm whose combination of experience and expertise will provide timely, cost‐effective and quality driven professional services to the Council and its stakeholders.

Land of Sky Phase II Regional Resilience Assessment

Closes - 4/12/2019

LOSRC is seeking a consultant with experience in conducting resilience assessments using the U.S. Climate Resilience Toolkit’s Steps to Resilience process, or a compatible approach, to expand the exposure analysis from the Phase I Regional Resilience Assessment to more asset‐threat pairs. The consultant will also conduct a vulnerability and risk analysis on one set of these asset‐threat pairs that will be selected by community stakeholders. Finally, the consultant will provide an interactive tool for exploring the resilience assessment data. LOSRC expects the work to be completed by June 30th, 2020. The Mountain Area Workforce Development Board (MAWDB), an agency of Land-of-Sky Regional Council (LOSRC), will be accepting Requests for Proposals (RFP’s) for the operation of the Workforce Innovation and Opportunity Act (P. L. 113-128) programs and to serve as the One-Stop Operator in the Mountain Local Area (Buncombe, Henderson, Madison, and Transylvania Counties). Proposals will be sought for the NCWorks Career Centers (one in each county), One-Stop Operator and for the operation of the Youth Programs to serve eligible Youth (ages 16 through 24 at the time of program enrollment) in the Mountain Area region.

Funding Opportunities for Buncombe County Aging Services

Proposal Deadline: Wednesday, January 23, 2018

Buncombe County and the Aging Coordinating Consortium (ACC) is seeking proposals and funding applications from agencies and organizations to provide aging services in conjunction with the North Carolina Division of Aging and Adult Services’ Home and Community Care Block Grant (HCCBG) Program, as well as for supplemental funds provided by Buncombe County for aging services.  Approximately $1.4 million is estimated to be allocated with Home and Community Care Block Grant funds and $500,000 in county funds.  Five percent of the county funds (approximately $25,000) will be awarded as part of an Innovation Fund for new programs to address unmet needs in Buncombe County. 

Services eligible for HCCBG and/or county funding include but are not limited to: Adult Day Programs, Care Management, Congregate Nutrition, Group Respite, Health Promotion and Disease Prevention, Health Screening, Home-Delivered Meals, Skilled Home Care, Housing and Home Improvement, Information and Options Counseling, In-Home Aide, Mental Health Counseling, Respite Care, Senior Companion Program, Senior Center Operations, Volunteer Program Development, Consumer Directed Services, Overnight Respite Service, and Transportation.   More information on HCCBG funds can be found here:  https://www.ncdhhs.gov/document/home-and-community-care-block-grant-procedures-manual-community-service-providers

Engineering Services for Water & Sewer Line Extension Project
Town of Black Mountain, North Carolina

Project Utlitiy Plan

Town of Black Mountain has received a funding assistance from United State Economic Development Administration and the Golden Leaf Foundation to extend water and sewer. The infrastructure investment will enable construction of a new 100,000 square foot facility critical to Avadim Technologies’ expansion to meet current demand and future economic potential. The project is located within Census Tracts 370210031.03 and 370210031.04 in the Swannanoa area of Buncombe County, North Carolina, adjacent to the Town of Black Mountain, NC. The project will be designed and constructed over a 24-month period from January 2017 to January 2019. All water and sewer infrastructure constructed through this project would be within a county-owned easement, NC Department of Transportation Right-of-Way, or Town of Black Mountain property or Right-of-Way.

The Town of Black Mountain is soliciting qualification statements for engineering services to assist the Town with construction administration/inspections of this project in compliance with EDA and Golden Leaf funding requirements. The agreement will be on a lump sum, fixed price basis (or cost reimbursement "not to exceed" basis), with payment terms to be negotiated with the selected consultant.

Interested firms shall submit one original and two copies of the proposal in a sealed enclosure bearing the name and address of the firm and the words “TOWN OF BLACK MOUNTAIN –WATER/SEWER

WestNGN Broadband Request for Negotiation

NOTICE TO PROPOSERS 

Notice is hereby given that on October 23, 2017, The WestNGN committee is extending the deadline for submissions in response to the Request for Negotiations (RFN) for: STRATEGIC ALLIANCE PARTNERSHIP FOR NEXT GENERATION BROADBAND SERVICES 

This decision was made since none of the proposals met all of the criteria within the RFN. As a result, the deadline for proposal submissions has been extended to Friday, November 10, 2017.  Extending the deadline will give the committee more opportunity to evaluate additional proposals and identify potentially innovative collaborations.

The Request for Negotiation deadlines will be updated on the website on Monday, October 23, 2017, and can be found here: WestNGN RFN Package

The documentation will remain unchanged and is still pertinent.  Please follow all requirements as outlined with the exception of the November 10, 2017 deadline.

The Mountain Area Workforce Development Board (MAWDB), an agency of Land of Sky Regional Council (LOSRC), will be accepting Requests for Proposals (RFP’s) for the operation of the Workforce Innovation and Opportunity Act (P. L. 113-128) programs and for One Stop Operator in the Mountain Local Area (Buncombe, Henderson, Madison, and Transylvania Counties). Proposals will be sought for the NCWorks Career Centers (one in each county) and for the operation of the Youth Programs to serve eligible Youth (ages 14 through 24 at the time of program enrollment) in the Mountain Area region.

The Workforce Innovation and Opportunity Act (WIOA) Final Rules have been released and Interested Bidders may refer to www.doleta.gov/wioa/ for guidance. North Carolina policy information is available at the Division of Workforce Solutions website www.nccommerce.com/workforce/workforce-professionals. The MAWDB will develop cost reimbursement contracts with successful bidders for the WIOA programs to be operated July 1, 2017 through June 30, 2018. There is no funding provided for the One Stop Operator portion of the procurement, specifically there will be zero cost reimbursement.  Annual contract extensions, for up to two additional years, are possible if the selected service providers demonstrate and document successful performance, and if the adequate WIOA funding is available to the Local Area.

The Request for Proposals for WIOA NCWorks Career Centers and One Stop Operator and Request for Proposals for Youth Programs will be available at the MAWDB Offices, 339 New Leicester Hwy., Suite 140, Asheville, NC 28806-2088 between the hours of 8:30am and 3:00pm M-F or by e-mail request to zia@landofsky.org. All Requests for Proposals will be released for competitive procurement on Wednesday, January 18, 2017 and proposals will be due by 4:00pm on Friday, March 3, 2017.
