Finance Director

Position - Full Time with Benefits

Land of Sky Regional Council, located in the beautiful mountains of Western North Carolina, is seeking a committed finance professional to serve as its next Finance Director.  This is an exciting opportunity to live in one of the Southeast’s most desirable locations and be a leader in a nationally recognized regional development organization.

Land of Sky Regional Council, based in Asheville, North Carolina and serving Buncombe, Henderson, Madison, and Transylvania counties, works to foster collaborative relationships and champion creative solutions for relevant and emerging issues in our four-county region.  We reach across county and municipal borders to provide technical assistance to local governments and administer programs that benefit the region’s communities.

This position requires a four-year degree plus considerable experience in governmental finance, budgeting and accounting or auditing, experience in the management of grant programs, and effective supervisory experience; or an equivalent combination of education and experience.  Possession of a CPA license and/or graduate degree is preferred, but not required.  Candidates with experience in federal and state program compliance regulations are highly encouraged to apply.

The anticipated hiring range for this position is $72,000 to $82,000 with excellent benefits.

Payroll Specialist

Position - Full Time with Benefits
Starting Salary - $35,947

Land of Sky Regional Council is seeking to hire a Payroll Specialist. The primary purpose of this position is to perform responsible paraprofessional payroll and accounting functions.

An employee in this class is responsible for payroll and related payroll tax and retirement plan processes. Emphasis of the work is on developing and following procedures and work processes to ensure accuracy of payroll and compliance with federal and state laws regulating employment, leave, overtime, and Council pay and benefit policies. Work requires a more detailed understanding of the design and functionality of the Council’s pay and benefits program and how it is integrated into the Council’s accounting and budgeting process. Employees in this class exercise a considerable degree of independence of action on cyclical payroll processing and judgment in the interpretation and application of payroll and benefit policy and practices. Work requires judgment, discretion, and confidentiality when accessing payroll and personnel records. Work is performed under the general supervision of the Finance Director and is evaluated on attainment of individual performance objectives by regular conferences, observation, feedback from departments and employees, and review of reports.

Regional Planner

Position - Full Time with Benefits
Starting Salary - $43,694

Land of Sky Regional Council is seeking a qualified individual for the position of Regional Planner with primary duties of Code Enforcement, Land Use Planning, and Community Development. This position will be working directly with local governments to update and implement zoning and planning projects.  Duties may also include support of long-range land development plans, environmental planning, and infrastructure. 

Successful candidate will possess the ability to work independently; review information for accuracy and consistency; interpret regulations; determine when to seek guidance from superiors; and possess strong analytical and critical thinking skills. Position requires superb verbal and written communication skills to interact with a variety of individuals including co-workers, local government staff, general public, and elected officials.
