Infrastructure Finance Specialist (Circuit Rider)

Land of Sky Regional Council is seeking a full-time Infrastructure Finance Specialist (Circuit Rider) to support Land of Sky's communities as they recover and rebuild water and wastewater systems impacted by Hurricane Helene.

This position will serve as an on-the-ground technical resource, working directly with local governments and utilities to identify funding opportunities, prepare grant and loan applications, navigate state and federal funding programs, and support long-term infrastructure planning. The Specialist will help communities secure resources needed to strengthen critical water and wastewater infrastructure while providing guidance on grant administration and capital improvement planning.

Ideal candidates will have experience in municipal finance, water and wastewater infrastructure, grant development, capital planning, and public-sector funding programs. Strong communication skills and the ability to work collaboratively with local officials, utilities, engineers, and funding agencies are essential.

Minimum Qualifications:

  • Bachelor's degree in finance, accounting, business administration, or related field (master's preferred

Land of Sky Regional Council is seeking an Operations & Maintenance (O&M) Circuit Rider to support Western North Carolina communities and utilities recovering from the impacts of Hurricane Helene.

This position serves as an on-the-ground resource for local governments and utility systems, providing technical assistance, site visits, operational guidance, and recovery planning support. The O&M Circuit Rider will work directly with utilities to identify needs, assist with day-to-day operations, support emergency planning efforts, guide systems through engineering and environmental review processes, and help prioritize recovery projects. Special emphasis will be placed on assisting vulnerable and understaffed utility systems as they rebuild and strengthen critical infrastructure.

The ideal candidate will have experience in wastewater utility operations, disaster recovery, emergency management, or related fields and possess a strong understanding of utility operations, resilience planning, and regulatory requirements. The position requires regular travel throughout Western North Carolina to provide hands-on support to local communities.

Land of Sky Regional Council is seeking a qualified individual for the position of Transportation Planner & Project Manager.

About the French Broad River MPO

The French Broad River Metropolitan Planning Organization (FBRMPO) is the federally designated regional transportation planning organization for the Asheville metropolitan area and surrounding communities in Western North Carolina. The MPO brings together local governments, NCDOT, transit agencies, and other partners to plan for the region’s transportation future and make decisions about transportation priorities and investments.

The FBRMPO’s work includes development of the region’s Metropolitan Transportation Plan and Transportation Improvement Program; identification and prioritization of highway, transit, bicycle, pedestrian, rail, and other multimodal projects; administration of federal transportation funding awarded by the MPO; regional safety and transportation data analysis; public involvement; and management of transportation planning studies requested by local governments.

MPO staff work in a highly collaborative environment with local governments and state and federal partners on projects ranging from long-range regional planning to corridor studies, greenways, transit, roadway safety, passenger rail, and project development. The position provides an opportunity to work on transportation issues that directly affect communities throughout Western North Carolina.

Position Summary

The Transportation Planner & Project Manager supports regional transportation planning activities for the French Broad River Metropolitan Planning Organization (MPO) and Land of Sky Regional Council, with a particular focus on managing transportation planning studies and ensuring compliance with applicable federal, state, grant, and contractual requirements. The position will manage consultant-led planning studies from initiation through completion, including scopes of work, procurement, schedules, budgets, invoices, deliverables, documentation, and coordination with local governments, NCDOT, consultants, and other project partners.

Land of Sky Regional Council is seeking a qualified individual for the position of Cherokee Indian Hospital Peer Support Specialist. Under general direction and supervision of the Peer Support Services Director, the Peer Support Specialist will guide participants across multi-sector services through increased understanding and knowledge of the available resources provided as part of Cherokee Indian Hospital Recovery to Career with a focus on Jackson, Swain, and Graham county areas in Western North Carolina. The Cherokee Indian Hospital Recovery to Career project is a partnership between NCDHHS, Land of Sky Regional Council and The Cherokee Indian Hospital. This project will assist individuals with substance use disorders to connect with employment, education and training while maintaining sobriety. Performs other duties as required.
