Professional Experience

Lyubov has joined LOSRC in the spring of 2011 and has six years of experience working in the transportation planning field.   Lyubov has started at Land of Sky Regional Council as a transportation planner with the French Broad River Metropolitan Planning Organization. Lyubov has stepped into the role of the French Broad River MPO Director in August of 2015, after working on transit issues as a Transit Program Manager with Mountain Mobility Administration. Prior to coming to Land of Sky Regional Council, Lyubov has worked for two years with the Atlanta Regional Commission in the capacity of a Regional Bicycle and Pedestrian Coordinator.

Managing MPO staff and a $380,000 annual planning budget for the French Broad River MPO; overseeing a collaborative process in partnership with local government members and NCDOT to update the Metropolitan Transportation Improvement Program, the 25-year Metropolitan Transportation Plan and the Comprehensive Transportation Plan; updating other required MPO plans and policies as necessary; collecting public input for the MPO plans and projects; overseeing calls for grant funding administered with assistance from the MPO such as Surface Transportation Program-Direct Allocation; Transportation Alternatives Program-Direct Allocation, FTA Jobs Access Reverse Commute (JARC) and Section 5310 funds.

Representative Projects

Recent projects include updating the FBRMPO Metropolitan Transportation Plan 2040; participating as a stakeholder in Buncombe County CTSP (Community Transportation Service Plan) update in 2014-2015; assisting with organizational details and hiring for Buncombe County Medicaid Transportation Call Center transition to Land of Sky Regional Council in 2015; organizing a half-day mobility summit titled “Community Connections:  Transportation Options for All Ages” in September of 2014; 2012 FBRMPO Coordinated Public Transit-Human Services Transportation Plan; overseeing development and adoption of the FBRMPO Complete Streets Policy; update to the FBRMPO Public Involvement Policy (2013), holding a call for FTA 5316 JARC and FTA 5317 New Freedom projects, and working as part of Land of Sky staff team on the seven-county Blue Ridge Bike Plan (2012-2013).
