Deon, a native of Buncombe County, has over 10 years experience in Health and Human Services / Administration. He currently serves as the Non Emergency Medicaid Transportation Supervising / Lead. Before joining LOSRC, he worked as a Deputy Clerk of Superior Court in Buncombe County.

  • Screen customers for information and gather data.
  • Explain services and programs, interpret regulations and policies, explain appeal rights and make appropriate referrals to caseworkers.
  • Accessing customer records to answer questions on the status of case and in-putting changes as needed.
  • Selecting appropriate transportation provider and scheduling appointments for transportation services.
  • Collecting and verifying back-up data for trips completed
  • Billing and invoicing as required for NEMT transportation services
  • Provide policy and technical training for staff. Complete second-party review sheets on a random sample of cases for each worker monthly. The lead specialist will determine if regulations and policies have been correctly applied and that all required verifications have been completed or received. These sheets will then be submitted to the supervisor who reviews them for trends or problem areas.
  • Perform problem solving strategies on difficult or problem cases with the Call Center Specialists. Assist with cases in situations when there are client concerns or complaints on case specific areas. Advise and counsel lower level staff on policies and regulations of the programs and be available for questions.
  • Reconcile cab tickets and other vendor invoices and prepare Authority for Payment to reimburse.
  • Assist with special reports or projects and other tasks as they arise upon request from the supervisor or division head. Cover empty caseloads completing trip requests, case maintenance, and client contact when Specialists are absent.
  • Monitor transportation vendor contracts on a monthly basis to assure all requirements are met based on State, County, and Land of Sky Regional Council policy. Send contract information to vendors seeking to do business with Medicaid Transportation in Buncombe County.
  • Maintain a log of all applicants and visitors and be prepared to carry out requirements.
  • Provide online verifications for customers applying for services.
  • Collect child travel authorization forms and forward to transportation providers as necessary.
  • Update Medicaid or private insurer information.
  • Be familiar with transportation providers under contract, their particular strengths and trade-offs.
  • Provide financial assessment and determine eligibility for reduced payment.
  • Keep track of trips scheduled via an electronic database.
