Volunteers in Management (VIM)
Based on success with other programs that utilize a talented
regional pool of volunteers, the Council has started a
program of assistance to local governments called "Volunteers
in Management" (VIM). The program’s initial
volunteer, Ed Argue, is an experienced management consultant
who has had a lengthy career consulting in many countries.
Mr. Argue has already produced two reports, one for the
City of Hendersonville on a possible change in utility
billing practices, and one for the Council--a management
review of the Long-Term Care Ombudsman Program. The later
was intended to give Council management guidance on staffing
needs to handle a rapidly increasing workload and to identify
ways to efficiently manage that workload. A number of additional
volunteer consultants are now active in VIM. The Council’s
volunteer staff is also seeking to recruit additional retired
and senior volunteers with the aptitude and experience
to serve in a capacity of researching and advising local
governments on management problems and opportunities.
Rather than assign a volunteer to a specific unit of government
as a volunteer station, these volunteers will be assigned
to the Council as volunteer station and made available
for specific projects of any member government. Initially,
priority will be given to clearly defined projects of limited
duration which could have a significant impact upon a program
or activity of a member government. Special consideration
will be given to projects with good potential for implementation.
In planning for this new program, the Council convened
a group of managers and other local officials, potential
volunteers and Waste Reduction Partners volunteers several
months ago to obtain their ideas and input on such a program.
More recently, a memorandum has gone to each county or
municipal manager (or clerk for units without a manager/administrator)
to determine their interest and any potential projects
with which Volunteers in Management can assist.
