Executive Director

Position Profile
The Land of Sky Regional Council Executive Committee is seeking a seasoned, innovative leader to serve the Council in achieving its vision for the future.  The Council and this position are based at Land of Sky’s offices at 339 New Leicester Highway, Suite 140 in Asheville, North Carolina.

The Region
Spanning North Carolina’s Appalachian Mountains, the Land of Sky region is a dynamic center of tourism, manufacturing trade, and education.  The 1,867 square mile region encompasses Buncombe, Henderson, Madison, and Transylvania Counties, 16 municipalities, and is home to approximately 430,000 people.

The region’s continued population growth encourages the local governments of the region to work together to manage growth and create jobs in a way that provides for the required infrastructure and yet maintains the quality of life and the natural beauty for which the region is known.

The Organization
Land of Sky Regional Council is a multi-county, local government, human services, economic development, and planning organization.  The organization reaches across county and municipal borders to provide technical assistance to local governments and administer projects and programs that benefit the region’s citizens.

The Council’s mission is to provide creative regional solutions to relevant and emerging issues in Buncombe, Henderson, Madison and Transylvania counties while providing a standard of excellence in the delivery of federal, state, and regional services for our member communities.  The Council's major work areas include economic and community development, volunteer services, aging services, workforce development and transportation services.

The Position
The Executive Director of Land of Sky Regional Council is responsible for the planning, administration, and operation of the programs and services of the organization.  This includes budgeting, program monitoring, and personnel management, but more importantly, providing stable, visionary leadership to the organization and communities and serves.

The Executive Director is responsible for a budget of approximately $13 million and a staff of approximately 50 professionals.  She/he is expected to be creative and proactive in the expansion of services and funding.  Positive working relationships must be developed with political, governmental, private sector, and community leadership throughout the region and with state and federal agencies.  Successful candidates will have experience in the delivery of aging services, transportation services, and/or community and economic development.  The Executive Director is the Chief Executive Officer of the Council and reports to the Council’s nine-member Executive Committee.  She/he provides leadership and direction to the Council’s Leadership Team and is expected to be a knowledgeable advocate for all organization programs and services.

The compensation package for the Executive Director includes a competitive starting salary depending on experience and qualifications with excellent benefits including moving expenses, car allowance, medical insurance and employer participation in the North Carolina Local Government Employees Retirement System.

Minimum requirements for the position include knowledge and a level of competency commonly associated with the completion of a Bachelor’s Degree (Master's Degree preferred) in Public Administration, Local and Regional Planning or other related field of study or equivalent experience related to the work of the Council, and five years of progressively responsible supervisory experience, including three years at in a senior management position. 

Successful candidates will have first-hand knowledge of North Carolina’s council/manager form of government, an understanding of North Carolina General Statutes related to city, county, and regional government, and experience working with Federal and State grant programs.
